Do Athletic Directors need a teaching crednetial when working in a public school?

I know Physical Education teachers do, but what about Athletic Directors?

No, but many are PE teachers to begin with. You need to have some sort of experience in the field, and usually PE teaching is the best way to get it.

Is that a fancy word for coach/assistant coach? If so, then no you don’t need a credential.

most districts do not hire athletic directors who are not a part of the district (ie. a teacher)

It is simply a liability issue - people without backround checks having access to the students.
